Centre Hands Over First Set Of Citizenship Documents Under CAA

New Delhi: The Ministry of Home Affairs on Wednesday handed over citizenship certificates to 14 people under the Citizenship (Amendment) Act. Union home secretary Ajay Kumar Bhalla handed over citizenship certificates to first 14 people in New Delhi while Home Minister confirmed that the certificates will be given to 300 people in Delhi on Wednesday.
The move comes over two months after the Ministry of Home Affairs notified rules for the Citizenship Amendment Act (CAA).
The Home Secretary congratulated the applicants and highlighted the salient features of the Citizenship (Amendment) Rules, 2024 while granting the citizenship.
"The first set of citizenship certificates after notification of Citizenship (Amendment) Rules, 2024 were issued today. Union Home Secretary Shri Ajay Kumar Bhalla handed over citizenship certificates to some applicants in New Delhi today. The Home Secretary congratulated the applicants and highlighted salient features of the Citizenship (Amendment) Rules, 2024. Secretary Posts, Director (IB), Registrar General of India and senior officers were also present during the interactive session," the government said in a statement.
"Today itself in Delhi 300 people are being given citizenship under CAA. CAA is the country's law," Home Minister Amit Shah told ANI.
The Citizenship Amendment Rules, 2024 were notified by the MHA on March 11. The CAA was passed in December 2019 and subsequently got the president's assent but there were protests in several parts of the country against it. The law could not come into effect as rules had not been notified till now.
"The central government notified the Citizenship (Amendment) Rules, 2024. These rules will now enable minorities persecuted on religious grounds in Pakistan, Bangladesh and Afghanistan to acquire citizenship in our nation. With this notification PM Modi has delivered on another commitment and realised the promise of the makers of our constitution to the Hindus, Sikhs, Buddhists, Jains, Parsis and Christians living in those countries," Amit Shah had said in a post on X on March 11.

Key Features of CAA

- The CAA does not apply to Indian citizens. It seeks to grant Indian citizenship to particular foreigners who have suffered persecution on grounds of their religion in three neighboring countries.
- The legislation applies to those who were "forced or compelled to seek shelter in India due to persecution on the ground of religion".
- The CAA protects the interests of the tribals and indigenous people of the North-Eastern region by excluding areas under the Sixth Schedule of the Constitution and areas covered by the Inner line Permit system. Such migrants living in these areas will not be able to apply for Indian citizens.
- During the last six years, approximately 2830 Pakistani citizens, 912 Afghani citizens, and 172 Bangladeshi citizens have been given Indian citizenship. Hundreds of them are from the majority community of these three countries.
- The CAA does not target any religious community from abroad. It only provides a mechanism for some migrants who may otherwise have been called “illegal” depriving them of the opportunity to apply for Indian citizenship provided they meet certain conditions.
