New Delhi: The Enforcement Directorate (ED) in its chargesheet claimed that the Aam Aadmi Party (AAP) and Arvind Kejriwal received kickbacks from the now scrapped 2021 liquor excise policy. The federal agency alleged that the kickbacks of more than Rs 100 crore were demanded. It further mentioned that out of the total proceeds of crime, Rs 45 crore was used in the Goa Assembly Elections 2022 by the Kejriwal-led party.
The ED alleged that another accused, Vinod Chauhan, transferred Rs 25.5 crore from Delhi to Goa.
The chargesheet also claims Kejriwal's role in the alleged Delhi excise policy scam. The AAP has denied all charges
Sarath Reddy, who is the accused turned approver in the case, in his statement said, "During March 2021, Arun Pillai contacted him and informed that there is an opportunity to invest in liquor business in Delhi. He informed him that he would be managing the investments and opportunities on behalf of K Kavitha and that she is in discussion with Sh Arvind Kejriwal and Manish Sisodia with reference to the upcoming Excise Policy, through Vijay Nair, who proposed that if Smt K Kavitha provided Rs. 100 Cr to them then they would amend and implement Excise Policy in a manner beneficial to her."
On Tuesday, a Delhi court took cognisance of the seventh supplementary chargesheet filed by the ED and issued a production warrant against Kejriwal in a money laundering case linked to the alleged Delhi liquor excise policy scam. The Judge issued a summons to Kejriwal for July 12. The court also took cognisance of the eighth supplementary chargesheet filed by the federal agency and issued production warrants to Vinod Chauhan.
The anti-money laundering agency arrested Kejriwal, also the national convenor of the Aam Aadmi Party, from his official residence here on March 21. It has alleged that Kejriwal was the "kingpin and key conspirator" of the excise "scam" and was "vicariously responsible" for it.
The Delhi CM was granted bail by the trial court in the ED case on June 20. However, the lower court's order was stayed by the high court. Later he was arrested by the Central Bureau of Investigation (CBI).
The now excise policy was scrapped in 2022 after the Delhi lieutenant governor ordered a CBI probe into alleged irregularities and corruption involving its formulation and execution.
According to the CBI and ED, irregularities were committed while modifying the excise policy and undue favours extended to the licence holders.
