On Thursday, China’蝉 Ministry of State Security reported that a military history enthusiast had gotten hold of four discarded books at a recycling station in his neighbourhood, which turned out to hold confidential military information.
State Secrets Scheduled To Be Shredded Were Sold Instead
In a story that was reported by the Associated Press and two of China’蝉 most popular news sites, it appears to be a part of a campaign driven by the Chinese government to draw interest amongst audiences with dramatic stories. Some of these stories have even been told in a comic-book format.
Although the man’蝉 identity wasn’t revealed, he’蝉 characterized by his family name ‘Zhang’ and there is no mention on what the documents were about. According to the post on Chinese social media, “Mr. Zhang thought to himself that he had ‘bought’ the country’蝉 military secrets and brought them home. If someone with ulterior motives were to buy them, the consequences would be unimaginable!”
Apparently, the man decided to ring the Ministry of State Security’蝉 hotline and informed them that he had found the books at a recycling station and had paid 6 yuan (around 85 cents) for four of them. State security agents rushed to the station afterwards and it was found that two military employees charged with shredding more than 200 books had simply disposed of them by selling them as paper waste to the recycling centre.

Seemingly designed to raise awareness on national security, the purpose behind the campaign is probably to dissuade or shape public opinion on the theft of confidential military information at a tense time for US-China relations.
The story is of particular interest at this point, as Chinese and foreign consultants have often been investigated in China for possessing information about the economy in what appears to be a broadening of the definition of a “state secret” in recent years.
As the campaign continues to remain in the public sphere of interest, it remains to be seen what its impact is on the average Chinese citizen.
