Narciso was seen carrying a container full of mail-in ballots inside the Northampton County courtroom in Easton in the footage, which was shot outside the facility. A onlooker questioned him as he made his way to the security desk. “Excuse me, how many ballots are you turning in there?” the person asked. “You’re supposed to only turn in one ballot per person,” they added. As they recorded Narciso and continued to probe for information, the bystander's tone betrayed skepticism.
Narciso placed the “United States Postal Service” container beside the security desk and then had a conversation with a security guard. He was still being questioned by the onlooker, who asked whether he had an affidavit for the many ballots. The speaker off-camera explained, "He works for the post office." However, this crucial data did little to stop the internet speculations.
Election fraud allegations were unfounded at first. The U.S. Postal Service attested to Narciso's employment status. "The post office is actually carrying out its duties," said Lamont McClure, the executive of Northampton County. He underlined that everything that was shown on the video was perfectly acceptable and lawful.
