Chandigarh: The Punjab and Haryana High Court directed the establishment of a committee to award compensation to dog bite victims in Chandigarh seven months ago, yet the committee remains solely on paper.
Despite the court's landmark order issued on November 14, senior Union territory officers attribute the delay to the Model Code of Conduct. This delay occurred even though the MCC for Lok Sabha elections came into effect in March.

“The notification of the committee is still underway by the department concerned (urban local body department). It was being examined as per the Election Commission’s code of conduct instructions during elections for new schemes. As and when we receive the notification from the department, cases of dog bites will be examined by the district committee,” senior UT officer said, as per the Indian Express report.
When asked about the status by the local government, a spokesperson for the Chandigarh administration assured that the notification would be issued soon.
The issue of street dog bites was also brought up in the general house session on Tuesday. BJP councillor Harpreet Babla emphasised that the problem of dog bites was being overlooked, citing numerous cases in her ward.
Commissioner Anindita Mitra responded to Babla's inquiries about the committee's status and compensation distribution, stating, "The Committee is awaiting notification by the end of the local government secretary, from where the file has been forwarded to the administrator. Hopefully, it will be notified this week." Mitra added that each compensation case would undergo medical examination, and a provision of 20 lakh had been set aside for compensation.
In compliance with the high court order, the states of Punjab and Haryana, along with the Union Territory of Chandigarh, are required to establish committees to determine compensation for accidents caused by stray animals such as cows, bulls, oxen, donkeys, dogs, nilgai, buffaloes, and others, including wild, pet, and abandoned animals. Each committee will be led by the deputy commissioner of the respective district.
“The compensation to be awarded by the committee for incidents and accidents resulting in death or permanent disability shall be as prescribed in the respective state policies for the claims. In relation to claims lodged in Chandigarh, the benefits extended in the policy of Punjab shall be awarded. The award shall be issued by the committee within four months of the claims being filed, along with the required documents,” the high court had ordered.
